Gary Heitkamp

Gary is the Public Works Director and has served the City of Montgomery since August 2012. Gary’s background is in Civil Engineering and Project Management and has experience in the design and construction of public infrastructure improvement projects, including roadway, storm drainage, utilities, streetscape, and parks. As a consultant, Gary also functioned in the role of City Engineer for several communities in southwest Ohio, including the City of Montgomery. Gary graduated from the University of Cincinnati with a B.S. in Civil and Environmental Engineering in 1999 and holds a Professional Engineering License from the State of Ohio. Gary is also a Certified Floodplain Manager with the Association of State Floodplain Managers and has vast experience with floodplain management and the National Floodplain Insurance Program. Gary is a graduate of the Leading, Educating and Development Program from the University of Virginia, Weldon Cooper Center for Public Service.

Terry Willenbrink

Terry has worked for the Public Works Department for the City of Montgomery since June 1986. He has worked in various capacities in the department as equipment operator, foreman of paver walk installation crew, Parks & Beautification supervisor, and City Arborist to presently City of Montgomery Arborist / Assistant Public Works Director. Terry was a Heavy Equipment Operator in the U.S. Navy Seabees from 1977 to 1982.  He attended Southern Ohio College, and the University of Cincinnati. He holds a certificate in Horticulture, is a certified Arborist with the International Society of Arboriculture and is licensed as a commercial applicator with the Ohio Department of Agriculture. Terry is also a graduate of the Leading, Educating and Development Program from the University of Virginia, Weldon Cooper Center for Public Service.

Mike Rogers

Mike was promoted to Public Works Supervisor in August 2018 and has served the City of Montgomery since 2007. Mike has been involved with several aspects of the department including being a team member for the redevelopment of the snow policy procedures during the salt shortage in 2009. He helped redesign snow routes, communicated best practices and changed policy procedures to make more efficient use of the City’s resources. Mike presented on the City’s behalf at the Alliance for Innovation Conference in Nevada, outlining the City’s process and successes from this policy update. As the team lead, he was also involved in the upgrading and handling of the City’s fuel system operation. As the public works supervisor, Mike handles the day to-day operations of the Public Works Department and works with the recreation staff in planning and running City events. He oversees the beautification and maintenance of the City park system as well as the downtown historical district and City buildings and grounds. In 2005, he graduated from Northern Kentucky University with a bachelor’s degree in arts and sciences. Mike is also a graduate of the Leading, Educating and Development Program from the University of Virginia, Weldon Cooper Center for Public Service.

Nick Miller

Nick became Montgomery’s Construction and Compliance Inspector in May 2018. Nick started his career in public works 22 years ago with the City of St. Bernard, teaching swimming lessons. From cutting grass to working on the garbage truck routes, he found his next career working full time with the Village of Mariemont in October 2001. After five years with the Village of Mariemont, Miller looked for his next opportunity for advancement and became a member of the City of Montgomery Public Works Department in January 2007. Over the past 11 years, Nick has been involved with several aspects of the department outside of the regular day-to-day duties. He took the lead on all Cemetery operations and burials, along with addressing maintenance and repairs of Hopewell Cemetery. He worked with City Staff to develop the new Cemsites software to help with record keeping as well as to assist families in searching for their loved ones. Nick is responsible for a wide array of inspection and enforcement responsibilities, assisting both the Public Works and Community Development Departments. His primary duty is to inspect construction projects to verify compliance with construction standards and City Code for capital improvement projects, public infrastructure projects, and private development. Nick is also a graduate of the Leading, Educating and Development Program from the University of Virginia, Weldon Cooper Center for Public Service.

Julie Machon

Julie is the Recreation Director for the City of Montgomery. She has been with the City of Montgomery since May 2008. Her responsibilities include the management and implementation of city-wide special events, fitness, children's programming, and pool operation and maintenance. She came to the City of Montgomery with eleven years of experience in fitness management and health promotion programming with the TriHealth Fitness and Health Pavilion. Julie has a Bachelor’s Degree in Health Education (K-12) from the University of Akron, and a Master’s Degree in Education from the University of Cincinnati. Julie is a Certified Pool Operator, a Certified Playground Safety Inspector and a Certified Special Event Associate. Julie has experience teaching health education and group fitness classes and coached the Xavier University Dance Team. Julie is also a graduate of the Leading, Educating and Development Program from the University of Virginia, Weldon Cooper Center for Public Service.

Sarah Fink

Sarah has been with the City of Montgomery since February 2015. Her responsibilities include coordination of all group fitness classes, summer camps and school’s out days. She also assists with all recreation activities, city-wide events and the Montgomery Community Pool. She came to the City of Montgomery from the City of Mason,  where she worked in Recreation. She also has experience in recreation and fitness from her work at the University of Cincinnati Recreation Center. While there, she worked as a fitness floor coordinator, building supervisor and group exercise instructor teaching a variety of yoga and group exercise classes. Sarah holds a Bachelor’s Degree in Health Promotion and Education, a Master’s Degree in Health Promotion and Exercise Management from the University of Cincinnati, and is a Certified Parks and Recreation Professional. Sarah earned a National Recreation and Parks Leadership Certificate in March 2018 and also the National Recreation & Parks Marketing and Communications Certificate in May 2020.
