Designated Outdoor Refreshment Area (DORA)

What is a DORA?

A Designated Outdoor Refreshment Area or DORA is a specifically designated area that allows patrons over the age of 21 to purchase alcoholic beverages from an establishment and carry them in an open container within a clearly defined area within the City.

Why is the City implementing a DORA?

The City believes that the establishment of a DORA in the Heritage District, Old Montgomery Gateway District and The Marketplace will be an economic draw for the City of Montgomery, will provide an opportunity to continue to build on lively, pedestrian friendly environments in these areas and provide a boost of sales to businesses in the DORA.

What are the hours of the DORA?

The DORA hours are Monday through Thursday from 5:00 p.m. to 11:00 p.m., Friday from noon to midnight, Saturday from noon to midnight, and Sunday from noon to 9:00 p.m.  Special hours of DORA operation will be allowed as designated in advance by the City Manager for holidays and/or special events.

How will my patrons know the DORA limits?

Establishments will have maps showing the limits of the DORA.  Signs will also be located at key egress areas of the DORA indicating "No Alcohol Beyond This Point."

What is a DORA cup and where do I get them for my business?

A plastic, reusable, designated cup to be used for alcoholic beverages within the DORA. DORA cups can be purchased at participating establishments for a nominal fee. The cup will be branded for the City of Montgomery and have information regarding the rules of the DORA.  The City will provide the first 250 DORA cups to participating businesses free of charge as a small gesture to help businesses during these difficult times. Additional cups may be purchased from the City at cost.

Can I charge money for the DORA cup as a qualifying business?

Yes, the participating businesses may charge a fee for the cup. In order to ensure consistency, the City is recommending that establishments charge $1 for the DORA cup.

Where do I get the window clings to identify my business as a participating DORA business?

Window clings will be provided by the City for participating DORA businesses. Contact Tracy Henao, Assistant City Manager at thenao@montgomeryohio.org or 513-792-8312 to receive your window cling(s). All participating businesses must have a window cling displayed identifying the business as a participating business.

What additional information do I need to provide to patrons when they purchase a DORA cup?

The City will provide cards with a small map of the district as well as the rules which are to be provided to patrons when they purchase a DORA cup. The City will also provide larger maps of the district for business owners to have available for customers to view.

Can patrons take alcohol outside of the business in any cup or is a DORA cup required?

No, patrons can only take alcohol outside of the establishment in an official DORA cup.

Can patrons come into my business with a DORA beverage from another restaurant/bar?

No, once a DORA beverage has left an establishment, it must be consumed before entering another participating business. Empty cups may be taken into another participating establishment for another beverage.

Can patrons pour their own alcoholic drink in the DORA cup?

No, beverages must be purchased from participating establishments. No cans, glass bottles, or outside alcoholic beverages are allowed within the DORA boundaries.

How will the DORA be enforced?

The Police Department will conduct routine patrols and will enforce responsible behavior. The boundaries of the DORA will be strictly enforced.  Alcoholic beverages may not be carried outside of the boundary area or patrons are subject to legal consequences.

Can I opt in/out of the DORA later?

Yes, all businesses with a ‘D’ liquor license may opt in/opt of the DORA at any time.
