A

Abandoned Vehicles

Drivers and/or owners of vehicles that are illegally parked, left unattended or abandoned on a public roadway, or left in such a manner that poses a traffic hazard, are liable for citation, towing, and impound fees.  For further information, contact the Montgomery Police Department at (513) 985-1600.

Address Signs

To assist in identifying and locating your property, green metal address signs with white reflective letters are available for a nominal fee for installation on mailboxes or yard posts.  For further information, contact the Fire Department at (513) 985-1633.

Animal Bites

Animal bites should be reported immediately to the Hamilton County Board of Health for follow up.  For further information contact the Board of Health at (513) 946-7800.

Animal License

All dogs in Hamilton County are required to be licensed.  A form for Hamilton County dog licenses may be obtained at City Hall or by calling (513) 891-2424.

Athletic Programs

B

Ball Diamonds

The City of Montgomery has ten unlighted baseball/softball fields at various parks.  Due to heavy usage for league games and practices, ballfield usage must be coordinated with the Montgomery/Sycamore Baseball Association.  The City does not reserve fields for use.

Barking Dogs

No owner, keeper or harborer of a dog shall permit or allow such dog to annoy or disturb anyone in two or more separate households by frequent barking, or other noises.  For further information or to report a problem, contact the Montgomery Police Department at (513) 985-1600.

Basketball Courts

The City of Montgomery has unlighted, outside basketball courts at the following locations:

All parks are open from daylight until dusk. The City does not reserve basketball courts for use.

Bike Paths/Sidewalks

The City of Montgomery has a comprehensive network of sidewalks creating a pedestrian link to our parks and neighborhoods throughout the community.  The City has plans to continue the installation of sidewalks in various parts of the community in future years.  For more information, contact City Hall at (513) 891-2424.

Block Parties

Residents interested in holding “block parties” involving the closure of City streets must file an application with the City Manager and submit a petition with at least 60% of involved citizens supporting the request.  If approved, barricades will be installed to temporarily block off the street during party hours.  For information, call (513) 891-2424

Brush and Limb Disposal

To dispose of brush and limbs, bundle brush in sizes no more than 4’ in length and 2’ in diameter and fasten with cotton twine.  Limbs should not be more than 6” in diameter.  For one and two family residential units, brush and limbs may be placed at curbside before 6:00 am on your regular collection day to be collected by Rumpke.  They should be stacked with cut ends facing the same direction.  Brush and limbs are collected from the first week in April through the first week of December.  Up to three bundles/bags/cans will be collected free of charge during this period. 

Building Permits

Building permits are required for any new structures, room additions, renovations, roofing, siding, decks, swimming pools, commercial tents, sheds, signs, and demolitions.  For further information, contact the Montgomery Building Department at (513) 792-8309.

Bureau of Motor Vehicles

There is one Bureau of Motor Vehicles location within the community that provides services for the renewal of your driver’s license or vehicle license plates.  It is located in Montgomery at 9901 Montgomery Road in the Montgomery Square Shopping Center.  For further information, call 891-2284.  For an initial driver’s test, contact the Bureau of Motor Vehicles, located in Sharonville, at 769-3047.

Car Seat Safety Checks

The Montgomery Police and Fire Departments will assist in teaching the proper installation of a child’s car seat in your vehicle and will check the safety of your child seat equipment.  For further information about this safety program, contact the Fire Department at (513) 985-1633.

Cardboard Recycling

Weather permitting, a cardboard recycling program is held on the third Saturday of each month from 10 am - 1 pm at the Montgomery Service Department, 7315 Cornell Road (across from the high school).

City Council Meetings

City Council business meetings are held on the first Wednesday of the month at 7:00 pm in the Council Chambers at City Hall, 10101 Montgomery Road.  Work sessions are held monthly, two Wednesdays before each business session, at 7:00 pm in the Council Chambers.  For further information, call City Hall, (513) 891-2424.

City Hall

City Hall is located at 10101 Montgomery Road, Montgomery, Ohio.  The facility is open Monday through Friday from 7:30 am-5:00 pm, and houses the administrative office of the City including the City Manager’s office, Building Department, Community Development Department, Finance Department, Public Works Department, Recreation Department and Volunteer Services office. 

City Hall Closings

The Municipal Building is closed on the following holidays:  New Year’s Day, Martin Luther King Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day and the day after Thanksgiving Day, Christmas Eve and Christmas Day.  If a holiday falls on Saturday, it is observed on Friday, or if the holiday is on Sunday, it is observed on Monday.

CPR Classes

Crime Reports (Non-Emergency)

Non-emergency crimes may be reported to the police station by requesting an officer to respond to your Montgomery residence.  For service call (513) 985-1600.  All emergencies should be reported by calling 911.

Curbside Recycling Pick-up

For one and two-family residential units, curbside recycling is collected on a weekly basis by Rumpke Recycling.  Simply place your recycling bin at the curb with your normal trash on your designated pickup date.  Recycling bins are available to residents of one and two-family residential units, at no charge, at City Hall, or by calling (513) 891-2424.  Rumpke curbside recycling currently accepts the following items: newspapers, magazines/catalogs, phone books, all colors of glass jars and bottles, cans (aluminum, bi-metal beverage, and steel,), empty aerosol cans, and #1 and #2 plastic (2-liter, milk, detergent, and shampoo)

Dangerous Dogs/Vicious Dogs

No person shall own, keep or harbor a dog that exhibits a vicious or harmful disposition toward life, limb or property of the residents of the municipality (as defined in Chapter 90 of the Montgomery Code of Ordinances).  For further information, contact the Montgomery Police Department at (513) 985-1600

Dead Animal Removal

The City will pick up dead animals from public property only, including streets, rights-of-way, and public parks.  Contact City Hall at (513) 891-2424 to report the location of a dead animal on public property.

Decks

To build a deck a building permit is required.  For further information, contact the Building Department at (513) 792-8309.

Digging/Excavating

Prior to digging on private property or within the public right-of-way, call the Ohio Utilities Protection Service at 1-800-362-2764 so they can properly identify the location of all utility service lines.  Additionally, permits are required for most excavation work in the public right of way.  For further information, call (513) 891-2424.

Dogs

There is no limit to the number of dogs which may be housed within a dwelling in the City; however, residents may not maintain a kennel for overnight purposes for more than three doges.  A kennel is an accessory structure, which is defined as: “other structure outside the principal residence, doghouse, tool or storage sheds, garages, or any other permanent or temporary structure”.  For further information, contact the Montgomery Police Department at (513) 985-1600.

Earnings Tax Information

The City of Montgomery Tax Department collects a 1% earnings tax from every person who resides or is employed in the City.  The City allows a credit for residents of up to 1% on any earnings taxed by another municipality.  Mandatory filing is enforced.  Information regarding earnings tax requirements and assistance with the completion of municipal tax returns is provided by tax division personnel.  For further information contact the Earnings Tax office at (513) 792-8308, Monday-Friday 8:00-12:00 and 1:00-4:30.

Electric Permits

Permits are required for electrical work done to any structure and are issued by Inspection Bureau, Inc. (IBI), 250 W. Court Street, Cincinnati, Ohio 45202, (513) 381-6080.

Electric Service

Electric service is provided by Duke Energy.  For service call (513) 421-9500 or 1-800-544-6900.  For emergencies related to electric or gas service, please contact Duke Energy at (513) 651-4466 or 1-800-634-4300.

Emergency 911

For emergency police, medical or fire services, call 911.  The phone number and address of the caller will appear on a computer display screen and emergency personnel will be dispatched immediately.

Environmental Complaints

All complaints related to the environment are investigated by the Hamilton County General Health District.  For further information call (513) 946-7800.

Environmental Health

The Hamilton County General Health District licenses and inspects restaurants, food vending machines, public swimming pools and spas, grocery stores, motels and schools.  For further information, or to register a complaint, contact the Hamilton County General Health District at (513) 946-7800

F

Fences

Fences and walls up to six feet in height may be erected in the side and rear yard of any residential lot without a permit.  In the front yard, fences over two feet in height are not allowed.  Fences may be of any standard fence material, including chain link, wood picket, or split rail, but may not be electrified or have barbed wire.  The smooth finished side must face outward toward neighboring properties.  For further information, contact the Building Department at (513) 792-8309.

Fire Hydrant Flushing

In the summer, fire hydrant flushing is conducted throughout the community on a rotating basis once every three years by personnel of the Montgomery Fire Department.  Flushings are performed to remove sediment, exercise hydrants and check for necessary maintenance.  Please contact the Montgomery Fire Department at 985-1633 to report any leaking or damaged hydrants.

Fire Inspections

The Montgomery Fire Department inspects all community buildings annually and residential buildings upon request for safety hazards.  For further information, contact the Fire Department at (513) 985-1633.

Flowers

Each spring the City plants and maintains flowers in approximately 30 flower beds throughout Montgomery.  Although flowers are purchased by the City, they could not be planted without the help of volunteers.  Typically volunteers gather the second Saturday in May for beautification Day, sponsored by the Montgomery Beautification & Tree Commission.  Volunteers spend three to four hours planting flowers in the medians and parks of the City.  To volunteer, call (513) 792-8329.

Flu Vaccine

Flu and other vaccinations are provided by the Hamilton County General Health District.  This service is available in the Montgomery area on the second Friday of each month from 8:30 to 11:30 am at the Safety Center, 10150 Montgomery Road.  For further information, contact the Health District at (513) 946-7800.

Furniture Disposal

Furniture or other large items must be called in to Rumpke (742-2900) by noon on the Wednesday of the week you wish to dispose of your large item, and it is then picked up on Thursday morning regardless of your normal trash day.

Garage Sales

Garage sales are permitted, but for no more than three days in a row and no more than four times per year at any one location.  No permit is required for garage sale signs.  Please do not post signs on utility poles or in the public right-of-way.  For further information contact the Building Department at (513) 792-8309.

Garbage Pickup

The City contracts with Rumpke Waste Systems to collect residential trash for one and two family residential units.   Waste containers may be placed at the curb no earlier than 5:00 pm the evening before scheduled collection and must be removed from the curb no later than 9:00 pm the day of collection.  (Defined in Chapter 92 of the Montgomery Code of Ordinances.)

Bulk items, including furniture, washing machines, stoves, etc. must be called into Rumpke, (513) 742-2900, by noon on Wednesday for a Thursday morning pickup. Large items are picked up on Thursdays, regardless of your regular trash day. Car or other large batteries are not accepted, however, small household batteries may be included in your regular trash.  Lumber should be tied in bundles not more than 4’ long.  Doors should be removed from refrigerators, freezers, etc. and certification provided to confirm that all refrigerant has been removed by a licensed facility.  We suggest you contact your heating & air conditioning contractor to have the refrigerant removed.  For questions regarding garbage collection, call City Hall at (513) 891-2424 or Rumpke at (513) 742-2900.

Graffiti Removal

Contact the Police Department at (513) 985-1600 to report the presence of graffiti on public property.

H

Hamilton County Health District

The Hamilton County General Health District is responsible for the health, welfare, and safety of residents and focuses on prevention of disease and water pollution as well as improving the quality of the environment and health of all citizens in the Hamilton County Health District.  For further information, call (513) 946-7800.

Historic Preservation Association

The Montgomery Historic Preservation Association’s purpose is to preserve the historical and cultural atmosphere of Montgomery.  Prospective members may contact Janet Korach at (513) 984-1465.

Homesafe

The Police and Fire Departments inspect all commercial buildings annually and residential buildings upon request to provide helpful hints on making your home as safe as possible.  Call the Safety Center at (513) 985-1600 to schedule a HOMESAFE check.

Hopewell Cemetery

Hopewell Cemetery is located at the corner of Deerfield and Montgomery Roads and is operated by the City of Montgomery.  The Pioneer section of the cemetery contains the graves of many members of the City’s founding families.  For information regarding plots, burials, etc. call (513) 792-8309.

Hospital

The nearest hospital is Bethesda North Hospital located at 10500 Montgomery Road in Montgomery.  For further information on services available through Bethesda North Hospital, contact the hospital at (513) 745-1111.

I

Immunizations

Immunizations are provided by the Hamilton County General Health District the second Friday of each month from 8:30-11:30 am at the Safety Center, 10150 Montgomery Road.  A variety of immunizations are available, which include influenza, diphtheria, tetanus, pertussis, polio, measles, mumps, rubella, and TB skin tests at a cost as determined by the Health District.  For further information, call (513) 946-7800.

J

Junk Vehicles

A junk motor vehicle may not be left on private property for more than 72 hours or on a public street for more than 48 hours unless the driver or owner has received permission for the motor vehicle to remain parked in that location.

A junk motor vehicle is defined as: three years old or older, extensively damaged, apparently inoperable, unlicensed, or has a fair market value of $1,500 or less.  For further information, contact the Montgomery Police Department at (513) 985-1600.

Landscaping

The City of Montgomery Public Works Department crews maintain the landscaping surrounding City Hall, city medians and entryways, City parks and other city owned properties including Hopewell Cemetery located on Montgomery Road.  For information, call (513) 891-2424.

Lawn Care

In an attempt to ensure the attractiveness of Montgomery and control noxious weeds, the City requires property owners to keep all grass and weeds under 6” high.  If you believe someone may be in violation of this Ordinance, please call the Property Maintenance Hotline at (513) 792-8316.

Leash Law

City Ordinances prohibit dogs from running at large on any street, park, public ground, or onto private property without the owner’s consent.  All dogs kept on the property of its owner or keeper shall be leashed, tied, fenced or otherwise secured in such a manner so that the dog will not be able to attack, annoy, bite, or worry any invitee or licensee entering the property.  For further information, contact the Montgomery Police Department at (513) 985-1600.

Leaves

Residents may place up to three containers of yard waste per week during yard waste pickup season. If you have more than three containers of yard waste that you would like to dispose of, yard waste stickers may be purchased for each item over three, either at Montgomery City Hall or the Montgomery Kroger store. Unlimited pickup of leaves occurs in the Fall of the year, beginning with the first full week of November through the first full week of December.  Leaves should be placed in paper yard waste bags (plastic bags will not be accepted) or 30-gallon trash containers labeled “Yard Waste” and placed at the curb on regular garbage collection days.  No stickers are required for this pickup. Yard waste ends after the first week of December and resumes the first full week of March.

Library

There are two branches of the Public Library of Cincinnati and Hamilton County convenient to Montgomery.  The Sycamore Branch 4911 Cooper Road 369-6051 & the Symmes Branch, 11850 Enyart Road (513) 369-6001.

Living Memorial Fund

This fund is set up to enable residents to make a gift of trees, benches or engraved brick pavers to the City.  For further information call City Hall at (513) 891-2424.

Lodge Reservations

Swaim Lodge is located at the corner of Cooper and Zig Zag Roads. This lodge can accommodate parties of up to 45. Terwilliger Lodge is located in Dulle Park at 10530 Deerfield Road.  This lodge can accommodate parties of up to 120. These lodges may be reserved by calling City Hall at 891-2424 or on this website.  A deposit and rental fee is charged to individuals and/or companies wishing to rent lodge facilities.

Loud Stereos in Vehicles

No owner or operator of a motor vehicle or person in the physical control of a motor vehicle shall play, cause to be played, or permit to be played, any sound generating or sound amplifying device located within or upon such motor vehicle at such a level, volume, frequency or intensity that the sound emitted from the motor vehicle can be heard by a person of reasonable sensibilities at a distance of 100 feet or more.  In emitting such sounds, words or phrases need not be discernable, and the motor vehicle may be stopped, standing, parked or moving on a street, highway, alley, parking lot or driveway.  To report a violation of this Ordinance, contact the Police Department at (513) 985-1600.

Maps of the City

Small maps of the City may be obtained at City Hall.  Zoning maps are on display at the Building Department.  A 500-scale zoning map can be obtained at a charge of $2.50.  For further information, contact the Building Department at (513) 792-8309.

Mayor’s Court

The City of Montgomery operates a Mayor’s Court that hears cases involving traffic violations and minor misdemeanors.  Court is held at the Montgomery Safety Center, 10150 Montgomery Road, Montgomery, Ohio 45242.  Court is held on Tuesdays beginning at 5:00 pm.  Payments may be made at the Police Department, Monday-Friday from 8:00 am - 4:30 pm.  For additional information, contact the Police Department at (513) 985-1600.

Montgomery Bulletin

The City of Montgomery publishes a monthly newsletter designed to inform residents about the details and background of city activities and projects.  All Montgomery residents and businesses receive this publication by mail.  If you are not receiving the Bulletin, please contact City Hall at (513) 891-2424.

Muddy Streets

Developers are required to remove mud from streets at or near construction sites.  If streets are muddy from construction sites, please contact the Building Department at (513) 792-8309.

Noise

No person shall generate or permit to be generated unreasonable noise or loud sounds that are likely to cause inconvenience or annoyance to persons of ordinary sensibilities by reason of a sound amplifying device, or by the operation of any tools, machinery or equipment.  For further information or to report a violation, contact the Police Department at (513) 985-1600.

Occupancy Certificate

Before a building is occupied for a new use or after reconstruction, a Certificate of Occupancy is required.  For further information, contact the Building Department at (513) 792-8309.

Open Burning

Open burning is prohibited per the Ohio Administrative Code and is enforced by the Southwestern Ohio Air Pollution Control Agency and the Montgomery Police Department.  Bonfires are allowed by permit only through the Fire Department.  For further information, call (513) 985-1633.

Parking - Parking is prohibited in the following locations within the City of Montgomery:

Parks

Montgomery has seven parks located within the various neighborhoods throughout the City.  These seven parks total approximately 80 acres of parkland.  These facilities provide athletic fields, basketball and tennis courts, picnic areas, and playgrounds.  For further information regarding our parks contact City Hall at (513) 891-2424.  Parks are open from dawn to dusk.

Pools

Building permits are required for construction of pools.  Plans must be submitted for review and approved prior to any construction.  Fencing is required and should be 48” minimum in height and non-climbable with a self-latching gate.  Fences should be in place before the pool is first filled with water.  Call the Building Department for more information at (513) 792-8309.

Property Maintenance

The City of Montgomery has a property maintenance code, which sets minimum standards for both commercial and residential properties.  For additional information regarding this code or to report a complaint about the condition of a property within the City, contact the Property Maintenance Hotline at (513) 792-8316.

Property/Real Estate Taxes

An effective tax rate of 59.08 per $1,000 of assessed valuation was imposed on residential property in the City of Montgomery for the tax year 2000.  Of the 59.08 collected, the City’s share was $10.03 (17%), the Sycamore Schools received $33.67 (57%), the County received $13.04 (22%) and the Joint Vocational School received $2.34 (4%).  Property taxes are collected by the Hamilton County Auditor’s office.  For further information, contact the Auditor’s office at (513) 946-4100.

Public Health Nurse

Public Right-Of-Way Permits

For construction work in the public right-of-way, the Public Works Director reviews the application for permits, and if approved, sets the bond amounts.  Street opening permits are required for any work in the public right-of-way which requires digging.  Driveway apron replacement permits are required.  Permit fees are charged for most permits.  Cost-free permits are required prior to planting or removing a tree in the public right-of-way.  We have knowledgeable personnel who can and will evaluate trees on the public right-of-way to determine the tree’s condition prior to its being removed.  For more information on pubic right-of-way permits, call (513) 792-8309.

Recreation

Information regarding sign-ups for youth and adult programs can be obtained at City Hall or by calling (513) 891-2424 for additional information.  Brochures identifying City sponsored recreational programs are also mailed to all residences and businesses through the monthly Montgomery Bulletin.  Additionally, youth sign-up information is disseminated through the local schools.

Recycling

The City offers recycling of various materials.  All single family and two family residences may receive a free recycling bin to place at the curb on the regular trash day.  Stop by City Hall to pick up a free recycling bin.  Materials you may recycle at the curbside are: newspapers, magazines/catalogs, phone books, all colors of glass jars and bottles, cans (aluminum, bi-metal and steel), aerosol cans, and #1 and #2 plastic (2 liter milk or soda bottles, detergent, shampoo) and kraft grocery bags.

Sand Volleyball

During the spring, summer and fall seasons sand volleyball courts are available at Swaim and Weller Parks.  No reservations are necessary for court usage.

Sanitary Sewer Service

Sanitary sewer service is provided to all properties by the Metropolitan Sewer District.  For service, call (513) 352-4900.

Schools

Montgomery is located within the Sycamore Community School District.  The Sycamore Community School District consists of four elementary schools, one intermediate school, one junior high school and one high school.  For further information, contact the Sycamore Board of Education at (513) 791-4848.

Service Organizations

Sidewalks

Sidewalk Maintenance

The City of Montgomery inspects and provides structural maintenance on all public sidewalks including replacement of cracked blocks, pavers, etc.  Residents are responsible for all routine maintenance including cleaning and weed removal.

To obtain a permit to erect a permanent or temporary sign, call the Building Department at (513) 792-8309.  To report illegally posted signs, call the Property Maintenance Hotline at (513) 792-8316.  Warning, regulatory and informational signs that are placed to control or guide traffic are installed, maintained and repaired by the Service Department.  To report a missing or damaged sign, call (513) 891-2424.

Snow Removal

During winter weather conditions, streets are salted and plowed on a priority basis.  The first streets to be treated are arterial and collector streets.  The next streets treated are subdivision main streets followed by cul-de-sacs and “no outlet” streets.  For further information, call City Hall, (513) 891-2424.

 

Storm Drainage Systems

The City of Montgomery maintains all stormwater drainage systems on public property.  The City does not maintain storm sewers or drainage systems on private property, but will assist residents in evaluating problems and provide technical advice on such issues.  For questions or to report a problem, call City Hall, (513) 891-2424.

Street Improvements

The Public Works Department maintains and repairs all public streets.  This includes catchbasin and storm sewer cleaning, crack sealing, line and stencil painting, pot hole repair, snow and ice removal, and sweeping.  For further information, call (513) 792-8311.

Streetlight Assessment Program

The City operates an assessment program where citizens may request through a neighborhood petition and assessment process, the installation of decorative streetlights in their neighborhood or on their street.  Non-decorative or cobra-head streetlights are also available to neighborhoods where utility poles are present along the public street.   For information on this program, contact City Hall at (513) 891-2424.

Report broken or non-functioning street light to Duke Energy at (513) 421-9500.  Please have the nearest address to the streetlight and if possible, the pole number which is found on a metal sign attached to the pole.

City Earnings Tax- A 1% municipal earnings tax is imposed on the wages, salaries, commissions and other compensation earned by residents of the City of Montgomery and on individuals working within the City.  The City allows a credit up to 1% on any resident's income taxed by another municipality.  For information and assistance with earnings tax filings, contact the Earnings Tax Division at (513) 792-8308.

Traffic Signals

The traffic signal system in Montgomery is operated by the City of Montgomery.  To report problems with traffic signals during regular business hours of Monday-Friday 8 am - 4:30 pm, contact City Hall at (513) 891-2424.  To report problems after hours, contact the Montgomery Police Department at (513) 985-1600.

Tree City USA

The Beautification & Tree Commission is striving to maintain Tree City USA recognition for Montgomery’s efforts to beautify the community.  The City has received designation as a Tree City USA each year since 1996.

Universalist Church

The Universalist Church was built in 1837, and was the first property in Hamilton County to be named as a National Register Property.  The building was donated to the City of Montgomery in 1970 and is frequently used for small weddings and City events.  For more information on using the Church or about its history, call (513) 891-2424.

Unlicensed/Unroadworthy Vehicles

Volunteer Opportunities

Montgomery’s Volunteer Program provides many opportunities for its citizens to participate in their community.  Volunteers serve on boards and commissions, provide assistance to City staff and assist with special events and projects.

Voter Registration

Wilder-Swaim House

The Wilder-Swaim House was originally a farmhouse.  The City purchased the home and 13 acres in 1976 for the development of a park.  Civic organizations and the City restored the property which is now the home of the Montgomery Historic Preservation Association.  The home is open for tours, displays, and presentations one weekend a month.  For further information, contact City Hall at (513) 891-2424.

Yard Waste

Yard Waste will be picked up on your assigned weekly collection day and should be placed in a regular 30 gallon trash can marked “yard waste” or in paper yard waste disposal bags.  However, yard waste in plastic bags will not be accepted.  Yard waste pickup allows residents a limit of 3 paper yard waste bags, 3 rigid 30 gallon containers, or one 90 gallon toter of yard waste per week to be collected at no charge from the first week of March through the first week of December.  Additional cans/bags/toters will require one $1.75 yard waste sticker for each 30-gallon can/bag or three $1.75 stickers for one 90-gallon toter.  The stickers are available at Montgomery Kroger or City Hall.  Brush should be bundled in sizes no more than four feet in length and two feet in diameter and fastened with cotton twine.  Limbs should be no larger than six inches in diameter.  For further information, contact City Hall at (513) 891-2424.
